Translation of taped conversation that took place in
<DELETED> on <DELETED>. While the transcript has been
altered to remove incriminating names, we believe the
conversations took place as stated.

<SUBJECT 95>: Well, your plan for taking over
<AREA01>'s waters seems to have failed. Their navy has
already seen off some of our ships in the area.
<SUBJECT 32>: Damn, I thought they would withdraw, like
they did with our allies.
95: Let's not forget what happenned there! The casualty rate was
an order of magnitude worse for our allies than for THEM. Besides
our intelligence suggests the ploy was deliberate- our allies
were ready to start a war, THEY just confined it to an easily
controlled area, rather than have a war spread throughout a
continent, as might have happenned if our allies had attacked a
neighbor.
32: Well, we'll just have to continue with the negotiations. They
can only have one outcome, anyway, and that's the one WE want.
95: Well...
32: What is it?
95: Our legal department has come up with a possible loophole. It
seems that THEY don't have a mandate to negotiate sovereignty,
especially with polls in <AREA01> indicating only 5% in our
favour.
32: THEY won't find out about that anyway. Look on the bright
side- 5% is better than we had the last time- more than 10 times
better! The policy of intimidation is working! We've got to turn
the screws tighter!
